Flower Hill was incorporated on May 25, 1931, as a result of Port Washington's plans to incorporate itself as the "City of Port Washington" with the same boundaries as the Port Washington Union Free School District. Carlos W. Munson, heir to a steamship fortune and Flower Hill's founding father, said so.
